Very, and even if it is, it is never enough to get enough funding to live by yourself, its always shared. Almost all the SDA houses were built as 3 bedroom houses, then they changed the funding allotment so now pretty much all of them are private rentals. Plus on top of that, the SIL funding never covers the actual care needs implied, which is 24hr care.. and very few people get that now. I know two guys who live by themselves in SDA but they still need to pay a 'reasonable rent contribution' which is 25% of the dspbux and their SIL supports are only about 6-8hrs a day, plus the passive. This works for them because theyre in supported employment. 
But yeah, pretty difficult, then when you get the funding, they need to find a vacant SDA and most arent up for moving. I got two people adequate SIL and SDA and they lie in Lizbef, and the only place (after spending 10k on reports and what not each) they could go to was Aldinga, and they didnt want to. Plus to get the approval, you need a quote from both SDA provider and who does the SIL.. then 6 months later the funds are approved, and theyre not going to leave the place empty until its approved. The whole thing is fucked. About 5 years ago, I would have been one of the top 20 people in the country who knew how to get things done and even then it was stupid. When SDA started the idea was sold to private investors, not NDIS providers, as a money maker. So NDIA could prove that there was a return for all their tax dollars going to clients. And they fucked over all those investors. I wanted my house to be SDA because I was just going to rent it out, but you needed to meet a lot of extra guidelines, plus pay for an additional contractor to sign off on each step of the build. The contractor alone cost over 50k, just to sign it off. Only feasible in a large housing complex.

Fuck. Just broke my little toe, kicked/hooked on the corner of the couch and bent it 45°. I heard it crunch. Then crack again when I tried to straihhten it. Put some cardboard between it and the next toe and taped them together. Starting to go a bit purple and swelled.
I've heard theres nothing that you can do about toes other that wait for it to heal. Sweat fucking dripping and shivering a bit. Phew.

More often you get dislocated toes then broken ones. Usually you put your whole foot in ice water then splint the toe with two paddle pop sticks and medical tape so it heals straight, or you get doctor jeet to do that.

Yeah I've broken mine before, dropped a bbq hotplate on it. I just did the same as you and just strap it up next to the other toe, took a few weeks to get better from what I can remember. But maybe yours might be worth a trip to er and get an xray just to make sure  theres no loose bone pieces floating about.

Also he uses VPN/proxy or Tor has some glitch on clearnet that can be exploited but which I can't safely reproduce.
If one of you could experiment with Tor on clearnet and report his findings that could help.
What I suspect he opens endchan.org or .net on Tor with JS enabled or disabled (have to test all), and posts from one until he gets banned then he recycles.
In theory this shouldn't work, but perhaps it's do somehow.

I don't think he posts on his home/tel IP anymore.
