Subject: Presidential Pardon for Congressman Stephen E. Buyer, R-IN, Ret.
Dear Mr. President,
We write in support of a full and unconditional Presidential pardon for Republican Congressman Stephen E. Buyer, retired, from Indiana.
As you know, Congressman Buyer served as a highly productive Member of Congress for 18 years. During his service, he honorably chaired the House Veterans Affairs Committee. His dedication to veterans led him in 2005 to champion the passage of the Mission Act, which opened the VA health delivery system to bring healthcare near to where veterans live. He also focused heavily on traumatic brain injuries sustained in combat, which ultimately led the military to change the liners of the combat helmet. He also created the healthcare system Tricare for Life for military retirees.
During his service as a Member of Congress, Congressman Buyer served as a House impeachment manager during the impeachment of President Bill Clinton. He raised serious concerns regarding actions taken by President Clinton and Hillary Clinton, both prior to President Clinton's time in office and during his presidency. In 2000, he was a leader in defending the overseas military voting rights that were being disenfranchised by the Gore- Lieberman team in the Florida recount.
Prior to his congressional service, Congressman Buyer, a distinguished military graduate of The Citadel, served 30 years as a U. S. Army officer in both active duty and reserve assignments. He is a veteran of the First Gulf War and was awarded the Bronze Star by Lt. General Gus Pagonis, Commander of all theater logistical support operations. He was promoted to Colonel in the Oval Office by President George W. Bush. Later, Colonel Steve Buyer was awarded the Legion of Merit by the Secretary of the Army.
His career, both in Congress and as a uniformed soldier, has consistently been one of honorable and committed service to this great nation.
In March 2023, at the behest of the Department of Justice under President Biden, Congressman Buyer was convicted of insider trading by a jury in Manhattan federal court. He was sentenced to 22 months imprisonment. He served his sentence and was released from the Bureau of Prisons on February 3, 2025. Congressman Buyer maintains his innocence.
The Constitution grants you, as the President of the United States, the "Power to grant Reprieves and Pardons for Offenses against the United States." The first principle of the Constitution is in the Preamble where Framers sought to form a government that would serve the "interests of justice."
We support granting Congressman Steve Buyer a full and unconditional Presidential pardon. Congressman Buyer has served our country in the military and in Congress with honor and integrity. Making America great again requires us to work together to restore our country's core values. Bringing justice to Congressman Buyer through a Presidential pardon is a noble endeavor in this effort.
