As the Department of Justice argued, the Fourth Circuit was wrong to try to rewrite a statute about the process for resolving government employee complaints. This unanimous result reflects a key principle we fight for: judges should be judges resolving the case before them, and should never try to seize Congress’s role. This opinion sends a clear message: lower courts must accept that the law is the law, no matter the “political controversies of the day,” as the Supreme Court rightly emphasized.

It lost it during the War of the Pacific (1879–1884), when Chile defeated Bolivia and Peru in a conflict fought largely over the valuable mineral resources of the Atacama Desert. The result was one of the most consequential territorial changes in South American history: Bolivia became landlocked, a status it retains today.
That wasn't its only territorial loss. In the early 1900s, Bolivia ceded Acre, a rubber-rich region in the Amazon, to Brazil after a dispute driven by Brazilian settlers and the rubber boom. Later, the devastating Chaco War (1932–1935) ended with Paraguay gaining much of the disputed Gran Chaco, despite Bolivia fielding a larger army.
By the mid-20th century, Bolivia's borders had largely taken their modern form. But among all these changes, losing access to the Pacific remains the most significant. More than 140 years later, Bolivia still commemorates its lost coastline with an annual Day of the Sea.
