(b) Within 60 days of the date of this order, each appropriate Federal functional financial regulator shall issue guidance regarding the management of the potential credit risks posed by the non-work authorized population.
Sec. 5. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
(d) The costs for publication of this order shall be borne by the Department of the Treasury.

On Thursday, May 28, 2026, Vice President JD Vance will deliver a commencement address for the 2026 graduating class of the United States Air Force Academy.
At this year’s ceremony, more than 900 cadets will commission as officers in the United States Air Force and United States Space Force.
Members of the media may register for credentials here by 5:00 PM EDT on Monday, May 25, 2026. Late requests will not be accepted. Once approved, you will receive additional logistics in a separate email. Credentials are non-transferable.
