Craig Caplan @CraigCaplan - With FISA surveillance authority set to expire at midnight, the Senate may first to try to pass a short-term extension by unanimous consent & then send it over to the House to pass it under suspension of rules. Thune had said the House bill passed last night to extend FISA 702 authority by 3 years, but with a CBDC ban included would be “dead on arrival” in the Senate.

235-191: House passed legislation to extend FISA surveillance authority by 3 years, ahead of tomorrow night's midnight deadline. A ban on the Federal Reserve issuing central bank digital currency (CBDC) passed by the House in July was added to the FISA bill under a rule approved earlier today. The 3-year FISA 702 extension bill with the CBDC provision included now heads to the Senate. Majority Leader Thune has said the bill is "dead on arrival" if the CBDC provision is included.
