DataRepublican (small r) @DataRepublican - My take wasn't uninformed, I do technically have an access to a thinktank which includes significant Congress experience and Johnson's take (and mine) was their consensus opinion. They had little faith in the reconciliation process or even if the Byrd amendment would even allow them to "resurrect" ICE at that step. 
And I've since received intel that not all Senators knew about the vote until it passed, which I suppose was the entire point of holding it at 3 AM.
