Iran targets civilians and civilian infrastructure period because they cannot hit anything else.
The Gulf Allies have backed U.S./Israel and are increasingly on the side of the ending the regime in Iran and not simply its neutering as a military force. NATO by contrast is spinning away from serious participation in the architecture of world stability in favor of their domestic agendas and welfare states.
