“How did America's poorest state Mississippi go from being ranked 49th in the nation for reading in 2013 to 9th in 2024 while spending just $32 per student? In 2013, Mississippi passed the Literacy based Promotion Act and started investing in the building blocks of education, systematically phonics, fluency, vocabulary, and reading comprehension.
They based their approach on research by IES, which showed kids need explicit, carefully sequenced phonics instruction, teaching the relationship between letters and sounds, not just guessing words from pictures and context clues.
Mississippi also focused on training K-three teachers and put literacy coaches in struggling schools.
They even started to hold back third graders who couldn't read proficiently, paired with intensive support to catch up.
The results speak for themselves. Between 2013 and 2024, reading scores declined by more than 10 points in nearly every state except Mississippi, the only one that improved.”
