The Navy has 10,000 vertical launch cells across its fleet. It does not have enough missiles to fill them once. The Biden FY2025 budget requested zero new Tomahawks. Zero. SM-3 Block IB procurement was cut from 153 over five years to nothing. The replacement stayed flat at 12 per year. SM-6 production held at 125 annually from 2017 through January 2025. Never increased. The defense establishment watched Ukraine burn through stockpiles in real time and chose not to change course.
The Eisenhower strike group alone fired 155 Standard Missiles and 135 Tomahawks in a single Red Sea deployment. More defensive missiles in 15 months against the Houthis than the Navy used in three decades after Desert Storm.
The Houthis were the warning. Iran is the invoice coming due.
Beneath every production line that cannot surge fast enough sits the same constraint: solid rocket motors. A handful of qualified suppliers for the entire inventory. The problem appeared in procurement reviews by 2022. The first serious capital investment arrived in April 2025. Three years from diagnosis to dollars.
The pattern never changed: fund the laboratory at record levels, defer the factory, assume the next budget would close the gap. Every year Congress added tens of billions above the Presidents request because the request did not match the strategy. The data was on the table. The Biden Pentagon chose otherwise.
You cannot surge a base you did not sustain.
The Pacific does math the same way the Gulf does.
