Luckily, @LeaderJohnThune  can simply require debate (talking filibuster), and eventually the bill will go to a vote and pass. 
So, if he refuses to do this, he is co-signing defeat.
Not just abstract defeat. Defeat of the will of 84% of Americans, and the demise of secure elections. 
This is unacceptable.
