Just so you know, I grew up in a “black community,” have family in a very poor “black community,” and I’ve been black for almost 50 years. 
Where, exactly, are these “black communities” where “statistically,” these black folks in 2026 can’t get IDs? Can you point out the specific towns and/or counties where this is happening?
Can we also take a look at who would be the one to fix this problem, and why haven’t they?
