Rachel Bovard @rachelbovard - If it’s a real talking filibuster then the Leader just puts the question when there is no one seeking to speak any longer. There is no need for cloture b/c the filibuster is broken.
The Senate rules provide two ways to break a filibuster: cloture (60 votes) is the easy way. The other way is to make them talk. And when you’ve exhausted the speeches through physical exertion or the two speech rule, you put the question at simple majority.

One long-running proposal -- mostly on the Dem side -- is to force senators to talk and then when they exhaust themselves you proceed at a simple majority. Right now in practice a senator can seize the floor and then someone, usually the leader, files cloture to end debate after the filibustering senator runs out of steam
