Repair crews and the State Emergency Service of Ukraine, employees of energy companies and municipal services are fully engaged. As of this morning, about 4,000 buildings in Kyiv are still without heat, and nearly 60 percent of the capital is without electricity. According to reports from city authorities, the resources involved are sufficient, but time is needed. I do not agree with this assessment – additional measures and additional resources are needed.
The Ministry of Internal Affairs reported on the deployment and use of assistance points and warming centers, and on the preparation of hot meals for people. It is important that the operation of base stations and mobile communications is being maintained. Separately, we spoke with government officials and Ukrenergo about what is needed to accelerate repairs to power grids and substations. There was a report from Zaporizhzhia on the timelines and details of deploying and preparing additional forces to shoot down “shaheds.” The Prime Minister and the Minister of Defense will verify all information regarding the exemption from mobilization for employees of energy companies and utility enterprises who are involved in dealing with the consequences of Russian strikes and the emergency situation – for such companies there is already a decision granting a 100 percent mobilization exemption for their personnel. The lack of effective response on the ground should not be blamed on a shortage of personnel – cities have the resources to bring people in to work.
