No they're not. Let me explain what Shia Muslim for majority of Iranians was when I was growing up.
It means you drink alcohol all year, you dont say prayers, you dont pay zakat, amd in Ramadhan, you dont fast, but "out of respect" for Ramadhan, you dont drink alcohol during that month. And you sometimes use religious terms in conversations, like Inshallah, or ya Ali. That's the extent of Shia Islam faith of the majority of Iranians.
