International arbitrations awarded them billions of $$$, but Venezuela has paid only a fraction.
US companies developed the tech to make low quality heavy oil viable. Spent billions of $$$ building up Venezuela's infrastructure. Venezuela was making tons of money via taxes and royalties.
But the socialists wanted everything. They confiscated an industry that was producing 3 million bpd, then their mismanagement caused it to fall apart. Now they produce only 1 million bpd.
