Rachel Bovard @rachelbovard - Failure is letting the bill languish at the desk. A talking filibuster is no guaranteed chance of success, but it does the following key things:
1) Makes the minority physically pay for the cost of obstruction instead of just voting no and going to Club Med. This has the added benefit of putting Ds on notice that Rs aren’t messing around in the future;
2) Changes the narrative and makes Rs look muscular instead of impotent;
3) Forces Ds (and maybe Rs, who knows) into publicly opposing an 80% issue; this gives voters transparency and information.
4) You never know what will happen when you fight something all the way to the Senate floor. I have personally seen bills on the glide path to passage or failure get their fortunes reversed by creating chaos around their consideration and new opportunities emerging from it;
5) It’s fun. Most underrated point to the internal GOP conference deliberations about these strategies. Being a senator mostly sucks nowadays. They just sit around and wait to be told what to do. How about act like Daniel Webster or Robert Taft and the other lions of the Senate who did cool stuff and ended up changing history? Or, sure, you can just go to the conference lunch and sit on your carpet square and suck on your juice box like a toddler waiting for story time. Whatever.
