The directive sets a 2028 deadline to return Americans to the Moon through Artemis, establishes a permanent lunar presence by 2030, and frames these steps as preparation for Mars.
National security is front and center.
The order calls for next generation missile defense technologies, expanded detection of threats from low Earth orbit through cislunar space, and explicit planning to counter any attempt to place nuclear weapons in space.
Commercial industry is treated as essential, with goals to attract at least $50 billion in new private investment and increase launch cadence through faster contracting and acquisition reform.
The most aggressive move is nuclear power.
