If they truly believed they were dealing with an individual capable of making explosives/weapons of mass destruction, and based on the affidavit they knew that he had purchased *multiple* pipes but only placed two (which Capitol police somehow definitively knew the day of without doing any further searches), it is incomprehensible that the FBI not only failed to forcibly evacuate neighbors before making the arrest, but actually confined them to their homes when the person they were arresting could have set up multiple pipe bombs and weapons of mass destruction for explosion.
