They signaled a release of a new update, and then didn’t release it. The signal to look for is irregular network traffic to a user’s iOS device which triggers notifications and may reveal the target’s device / IP address. If Apple has not looked for this signal before releases of updates, then they should as it will reveal bad actors/criminals impacting the safety and security of their products and end users in their ecosystem.
