The Muskie Program was one of the U.S.'s biggest soft-power projects in the 1990s. And George Soros was inside the U.S. government’s official program.
After the fall of the Soviet Union, the U.S. launched the Edmund S. Muskie Fellowship Program (1992). Its mission: bring young professionals from former Soviet republics to America to earn degrees in law, business, economics, and public administration... then send them back home to spread markets, democracy, and governance.
Here's the twist While it was a U.S. government program, run under the Fulbright-Hays Act, the government didn't run it alone. Instead, it handed administration to four big organizations:
- Institute of International Education (IIE)
- International Research & Exchanges Board (IREX)
- American Council of Teachers of Russian (ACTR/ACCELS)
- The Soros Foundations
Yes, George Soros's foundation was an official U.S. partner helping recruit, select, and place students in U.S. universities.
