I think already they know he's a scumbag OP. That type of person is more easier to control than a good and honest person. Probably the main reason they have him around. 

Source: I've seen managers in my different jobs do the same thing. It's basic office work theatrics and passive aggressive behavior. 

They say all that because they're making a back handed insult about the entire situation. Like "hehe here's a evil asshole who's lying to millions of people on TV. That's so funny to us. Bet you're angry about him being awful though" type of shit.
