One result of these jawing in Ankara is that Ukraine will get the license of the Patriot missile. To which part, the whole thing, which model, etc isn't clear. But in the future sometimes they will be able to produce it. They need a factory tho, which is also undecided, where and how. Or at least any detail is non-disclosed. I'm fairly sure if the production begin while the war is still on, the factory and the supply lines will be high up on the target list.
So it's not really helping the war effort just yet.
