Smoking was always a dichotomy. Smashing dabs and winnie blues at work was always a lower class tradie bogan thing. Then you had rich corparate suit coke heads chain smoking at city clubs and real rich upper crust politicians smoking cigars and drinking brandy at private clubs and lodges.

Because of the cost our socialised healcare system there was an honest effort to reduce harm, but then the gubbermint went insane and constant 5% increase in the tax over twenty years meant no one could afford a pack anymore and the black market stepped in. 

You think with as much as they want to reduce population and all the fuckery they put into vaccines they would just just let people smoke their lungs out but no. What a weird world we live.
