There are small towns and villages in the hilly areas, and snow, ice and wind can make things dangerous. They don't just makes driving more difficult, but they break branches, fell trees, cut electric cables. Wildlife too can cause problem, occasionally I hear about deer running across roads in front of cars for some reason I don't really get this, deer isn't chicken just to run across.
