Dude, she sat in her room and sold her used undies, scammed a few lonely dudes, and stole a few laptops from her school.  Not exactly a criminal mastermind. 

I knew chicks in my high school who were getting arrested all the time for drugs, B&E, shoplifting, A&B, fighting, vandalism, grand theft, UA drinking, drunk and disorderly.  One 16yo girl I knew stole her mother's car and totaled it joy-riding, then the same night tried to steal her aunt's car.  One girl got caught planning the murder of a teacher she hated.  Had obtained the gun she planned to use and everything.  

Ciara had her "teen year troubles" for sure, but was basically just a mild-to-mid-level addict with BPD and some other mental health issues.  She was totally curable.
